Minister of Transport and Infrastructure Abdulkadir Uraloğlu announced significant progress in the digital transformation of the General Directorate of Civil Aviation’s passenger rights application system.
Milestone in Handling Applications Electronically
According to Minister Uraloğlu, since March 2025, 30,750 passenger rights applications have been processed through the electronic platform, with 24,150 applications already resolved digitally. This initiative aims to protect passenger rights and ensure that all processes are accessible and efficient.
Comprehensive Digital Application and Evaluation
The new system enables passengers to submit and track their applications entirely online. Passengers affected by issues such as flight cancellations, delays, denied boarding due to overbooking, or changes in service class can upload relevant information and documents via the KDM-ERP platform. All procedures are managed electronically, increasing speed and transparency.
Efficient Dispute Resolution
Applications are forwarded directly to the relevant airline, which is given a 30-day period to evaluate and respond. Minister Uraloğlu emphasized that this approach accelerates the resolution of disputes by first allowing airlines to address concerns before further escalation.
Enhanced Transparency and Standardization
The digitization of the application process brings greater transparency and enables passengers to monitor their application status online. The standardized digital format ensures consistency and fairness in evaluations. Centralized management also boosts analytical and policy development capabilities.

Minister Uraloğlu highlighted that the electronic system has streamlined administrative steps, delivering faster, measurable, and more effective outcomes. The improvements have enhanced both passenger satisfaction and institutional efficiency.
